Biography
Paul James Halloran was born in Norwood, Mass., and graduated from Dartmouth College in 1919 and from its Thayer School of Engineering in 1920. The next year he entered the Navy as a lieutenant rising to to the rank of Rear Admiral in the Civil Engineer Corps of the U.S. Navy. n 1937 Admiral Halloran, then a lieutenant commander, was posted to the naval station at Pago Pago, America Samoa. For his efforts in developing Samoan handicrafts and the construction of a library in Samoan architecture, he was made a Samoan chief with the title Asofausia.
