Printed regulations issued by Mason as Secretary of the Navy, permitting issuance of articles on hand in navy yards to "other appropriations or Bureaux than those for which they were purchased." Commandants must keep accounts and submit quarterly statements. Handwritten note at bottom of page, "The above regulation is transmitted to Commandent Hudson, for his information, S.H. Stringham, Capt."
