Letter from Sam Batcheler in Concord to Dr. R.D. Mussey, telling him of the opinion of judges William Richardson and Sam Bill that neither state nor U.S. Constitution had authority to amedn charters by increasing number of trustees, appointing overseers without the consent of the institution, nor have the governor and council authority to fill vacancies in Board of Trustees.
