Two-page letter from Caesar Augustus Rodney of Wilmington, Deleware to Robert Brent in which he, as attorney general, interprests tof Brent, as paymaster of the Army, the existing rules for compensation of cavalry officers for forage for their horses. His opinion attempts to clarify a confused legal situation.
